But the head of Wessex Water says the seven-figure sum which appeared in his Stoke-on-Trent bank account is not a bribe – YTL, with no experience of the European utility industries and with little understanding of how they were regulated, began to talk about incentives to keep the chief executive on board. Skellett was offered a five-year “lock-in” contract to carry out consultancy work on YTL’s business development, not least because the Malaysians wanted to buy more companies in Europe and elsewhere. The lock-in payment, which was around £1m, was – somewhat unusually – made up front. It was in Skellett’s bank account by mid to late July but, because there has not been a board meeting since, his fellow directors were unaware of the payment. It was the transfer of funds which apparently did for Skellett, because it was the bank, rather than a corporate whistle-blower, which seems to have tipped off the authorities. Second hour: Investigative reports: The problem is with Bellingcat’s methodology. They did not start with any prior intelligence that “Chepiga” is “Boshirov”. They rather allegedly searched databases of GRU operatives of about the right age, then trawled photos in yearbooks of them until they found one that looked a bit like “Boshirov”. And guess what? It looks a bit like “Boshirov”. Its operator, Eliot Higgins has been praised by The New York Times, The Washington Post and The Guardian. However, Robert Parry termed Bellingcat’s analysis of satellite photos related to the shoot-down of Malaysia Airlines Flight 17 an “amateurish [and] anti-Russian… fraud”. Another commentator claimed that Higgins has constantly been a source of dis/misinformation on Syria and Ukraine.
